Adaptive Reuse

The updated Town Center Specific Plan calls for the F.A.I.R. District to “transform from mostly industrial land uses into a combination of high-density housing and a ‘maker’s district’ or ‘arts district,’ with creative uses such as artist studios and galleries, live/work units, restaurants, small scale craft breweries, and creative office activities." We envision an Adaptive Reuse Ordinance (ARO) tailored for Covina to include incentives for industrial and commercial uses. An ARO for Covina will give the neighborhood a sense of place, preserve history, and attract “creatives.” Finally, the City should adopt specific design guidelines for the district to encourage developers to preserve historic details and original facades of buildings and to ensure new development blends seamlessly with the old industrial buildings.
