This section turns ideas into action. The Art and Sustainability Action Plans outline possible funding sources, decision-makers, programming, and lead agencies. The proposed nonprofit organization, Prosper Covina, engages local stakeholders in the decision-making process by providing a link between government and community members to collaborate on making the district a sustainable and culturally significant area. A framework is provided for Covina’s own Adaptive Reuse Ordinance to attract artists and creative industries while preserving the character of the district.
